Resolution No. 1

To Adopt the Constitution of the Universe—Total Natural Law—as the Constitution of the City and Sanskrit as its Ideal Language

November 13, 2001

WHEREAS, in recent decades modern science has revealed progressively deeper layers of order in Nature, from the atomic to the nuclear and sub-nuclear levels of Nature’s functioning. This progressive exploration has culminated in the recent discovery of the Unified Field of all the Laws of Nature—the ultimate source of order in the universe.

WHEREAS, the ancient and timeless Vedic Wisdom describes this single universal source of all orderliness in Nature as the Samhita (Unified Field) of Rishi (the observer), Devata (the process of observation), and Chhandas (the observed)—the three in one structure of pure knowledge—the unified state of knower, knowing, and known. This is the fundamental level of Nature’s Government—the total intelligence of Natural Law, which governs the universe with perfect orderliness and absolute efficiency, upholding the progress, growth, and evolution of everyone and everything. Maharishi Vedic Science has identified the unified field of consciousness and has provided technologies of consciousness to enliven this field of perfect orderliness in one’s own self-referral consciousness—Samhita.

WHEREAS, both understandings, modern and ancient, locate the unified source of Nature’s perfect order in a single, self-interacting field of intelligence at the foundation of all the Laws of Nature. This field sequentially creates, from within itself, all the diverse Laws of Nature governing life at every level of the manifest universe.

WHEREAS, from the view provided by Quantum Physics, the self-interaction of the Unified Field constitutes the most basic level of Nature’s dynamics, and is governed by its own set of fundamental laws. Just as the constitution of a nation represents the most fundamental level of national law and is the basis of all the laws governing the nation, the laws governing the self-interacting dynamics of the Unified Field represent the most fundamental level of Natural Law, the basis of all known Laws of Nature. These laws can therefore be called the Constitution of the Universe—the eternal, non-changing basis of Natural Law and the ultimate source of the order and harmony displayed throughout creation. In Unified Quantum Field Theories, the precise mathematical form of the most fundamental level of Natural Law is found in the Lagrangian of the Superstring.

WHEREAS, these same fundamental laws—the Constitution of the Universe—are found in Rk Veda, the eternal, self-referral dynamics of consciousness knowing itself, and in the structuring dynamics of Rk Veda available in the Vedic Literature. The eternal dynamism

of Natural law is embodied in the very structure of the sounds of Rk Veda, which are ceaselessly giving rise to and administering the entire creation, and are sequentially expressed in the infinite diversity of the whole material universe. This perfectly orderly, eternal structure of knowledge has been preserved over thousands of years in the Vedic Tradition of India. The complete theoretical and practical knowledge of the Veda and its profound significance for life has been revived and understood in a scientific framework by Maharishi’s Vedic Science and Technology, which brings to light that the Constitution of the Universe—Rk Veda and the Vedic Literature—is present in the Self of everyone.

WHEREAS, Dr. Tony Nader, M.D., Ph.D., Raja Nader Ram, has discovered the precise one-to-one correspondence between the forty fundamental structures of Natural Law, as expressed in Rk Veda and the Vedic Literature, and the forty fundamental structures and functions of human physiology. The forty aspects of Natural Law, the managing intelligence of Nature, are the most basic structures of everyone’s mind and body. When these are enlivened in the individual, his or her inner intelligence is able to spontaneously function in full alliance with the physiology of the whole universe. It is necessary that all these values of Natural Law always remain fully awake within the physiology of everyone so that all thought, speech, and action can always be according to Natural Law so that no one violates Natural Law and no one creates the ground for suffering.

WHEREAS, the whole of Rk Veda from beginning to end is the expression of Veda—total knowledge, Natural Law, expressed in the system of conducting life’s evolution from point to infinity. [The first syllable of Rk Veda is (AK), (K—point) and (A—infinity).] It is the goal of Maharishi Vedic City that the laws that govern the evolutionary process in Nature will govern the evolution of every citizen of the City so that the individual content of life will be spontaneously moving in the evolutionary direction and citizens will enjoy increasing happiness, betterment of life, luck, ability to perform, success, achievement, and advancement in the direction of cosmic life;

WHEREAS, on the basis of a population that is increasingly aligned with Natural Law, the government of the City will enjoy effortless, successful administration—automation in administration (administering the city in the same effortless manner as Nature administers all the diversity of creation) and will be able to protect, nourish, and satisfy everyone, upholding the different social, cultural, and religious traditions while maintaining the integrity and progress of the city as a whole; and

WHEREAS, the language of the Veda is Sanskrit, recognized as the mother of all languages, Sanskrit will be the ideal language of Maharishi Vedic City, guiding life in the City, although there may be other languages in the City.

NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF MAHARISHI VEDIC CITY that the Constitution of the City shall be the Constitution of the Universe—Total Natural Law—RK Veda, and the ideal language of the City shall be Sanskrit, the mother of all languages and the language of the Veda.

FURTHER RESOLVED, that the Mayor of Maharishi Vedic City shall write a letter including a proclamation of this first resolution to the mayors of all the cities of the world informing them that the time is turning into the right direction—the evolutionary quality of life, and inviting them to gain for their citizens and their administrations the support of the evolutionary quality of Natural Law.
